The Code of Conduct for The International Red Cross and Red Crescent Movement and NGOs in Disaster Relief

This Code of Conduct seeks to guard our standards of behaviour. It is not about operational details, such as how one should calculate food rations or set up a refugee camp. Rather, it seeks to maintain the high standards of independence, effectiveness and impact to which disaster response NGOs and the International Red Cross and Red Crescent Movement aspires.

The Possibilities of Accountability

Roberts discusses the critique of accounting through the accountability lens with a focus on the individual. He examines how different forms of accountability produce different forms of self. He contrasts the effects of accountability on the individual with the socialising effects of particular types of accountability. He argues ‘contemporary organisational accountability is constructed around an untenable and destructive split of ethical and strategic concerns to the detriment of both.’

Accountability as a Programme Philosophy

This paper is an attempt to bring into perspective the issue of accountability to victims as it relates to relief and the provision of housing in disaster situations. It implies that making post-disaster housing programmes accountable to beneficiaries is a major departure from present practice. The author is further suggesting that accountability to victims should be both an operational method and a programme philosophy.
