CHS Alliance elects new Board members, approves motions to its Statutes


The CHS Alliance elected seven new Board members and approved eight motions to the Alliance’s Statutes at a General Assembly which took place virtually from 10 to 16 May 2018. 

In his opening address, Robert Tickner, Chair of the Board, said that greater accountability is a human right, adding that “the Alliance can make history if together we gain global acceptance of the Core Humanitarian Standard on Quality and Accountability (CHS).” He also paid tribute to out-going Executive Director Judith Greenwood, thanking her for her dynamism and integrity, and for leaving behind a healthy membership-based organisation.

She then took the floor, providing the assembly with an overview of the Alliance’s recent achievements and the significant progress made with regard to the uptake of the CHS by key institutions and organisations, such as the United Nations and the International Committee of the Red Cross (ICRC).

Board elections

The following five persons have been (re-)elected onto the Board for a three-year period:

  • Matthew Carter, Humanitarian Director, CAFOD/Caritas
  • Nick Guttmann, Head of Humanitarian Division, Christian Aid
  • Bijay Kumar, Executive Director, ActionAid, International Kenya
  • Ann Cathrine Seland, Human Resources Director, Norwegian Church Aid
  • Shama Mall, Deputy Regional Director, Programs & Organizational Development, Community World Service Asia

The following two persons have been re-elected upon the Board as independent member representatives, namely:

  • Ms. Dorothea Hilhorst, Professor of Humanitarian Aid and Reconstruction, Erasmus University, The Hague, nominated by ZOA
  • Mr. John E. Beverley, Retired, nominated by CAFOD

Changes to CHS Alliance Statutes

All eight submitted motions were accepted by General Assembly, namely:

  • Motion 1 - Revision of membership types
  • Motion 2 - Removal of supporter membership
  • Motion 3 - Rights of affiliates of global networks
  • Motion 4 - Loss of membership
  • Motion 5 - Approval of annual audited accounts
  • Motion 6 - Membership fees and the Board’s role
  • Motion 7 - Financial obligations of members
  • Motion 8 - Entry in force of the Statutes

The General Assembly was quorate, with 76% of eligible CHS Alliance members submitting their votes within the voting period. The election results of the elections have been reviewed and validated by Robert Sweatman, Head of Performance and Accountability at British Red Cross and Chair of the CHS Alliance Members and Nominations Committee.

Leaving the Board

The term of office of Takeshi Komino, General Secretary of Community World Service Japan, has come to an end, whereas the following Board members have resigned in the last months:

  • Jacqueline Heany, Director of People and Culture at World Vision UK
  • Loretta Hieber, Senior Humanitarian Policy Advisor and Chief of Assesments of Emergencies, United Nations
  • Sayeda Tahya Hossain, Chief HRO at Partex Star Group
  • Ariadna Pop, Ariadna Pop, First Secretary, Humanitarian Affairs Section, Swiss Permanent Mission to the UN
